Where ERJ Releases Go
Eastern Regional Jail and Correctional Facility serves Berkeley, Jefferson, and Morgan Counties. It is operated by the West Virginia Division of Corrections and Rehabilitation, not by the Jefferson County Sheriff. That division matters when requesting a record. The sheriff may hold an arrest or incident report from a Jefferson County case, but WVDCR owns the regional-jail booking, movement, custody, and release record.
Leaving ERJ can lead to several destinations. A detainee may go home after bond, dismissal, a release order, or completion of a short term. A sentenced person may enter state prison custody at Martinsburg Correctional Center and Jail or another WVDCR institution. Federal or immigration authorities may take custody. Court, medical, or placement moves are possible too. A transfer ends ERJ's possession without ending confinement. The key question is therefore direct: was the event a physical community release or a transfer to another custodian?

Confirm a Jefferson ERJ Release

Record the spelling, date of birth, identifier, and access time used in the query. If the jail result has vanished, use other official channels before describing the person as released.
- Run the current jail search with exact identity details. A match indicates current regional-jail association; a miss remains inconclusive.
- Run the prison branch with the same name or OID. A new MCCJ or prison match supports a state-custody transfer.
- Check VINELink for the reported custody status, then compare the reporting agency and identifiers.
- Read the Jefferson magistrate or circuit docket for bond, release, dismissal, sentence, commitment, or later orders.
- Call ERJ or request its narrow movement record. Ask for departure time, release type, legal authority, and destination.

Jefferson ERJ Release Record Fields
A focused request gives WVDCR enough detail to locate the event without seeking an entire offender file. Include the full legal name, date of birth, OID or booking number, Jefferson charging or committing agency, case number, and approximate booking and departure dates. Ask for nonexempt fields after lawful redaction. WVDCR policies govern what may be disclosed, and the full file is not an unrestricted public record.

Do not merge the order date, effective date, departure time, transfer date, or a later supervision date. They can all differ. The release label also needs definition. Bond means the person can leave while the case continues, not that the charge was dismissed. Time served describes a custody basis based on the sentence and credited confinement. Parole is conditional community release while supervision continues. Seek a release or movement event and its core fields rather than every page in the offender file. Ask for an estimate if copy charges may apply and request the legal basis for any withheld field.

ERJ Jefferson Release Context
ERJ is an adult regional jail and correctional facility. WVDCR reports that it began operating in September 1999 and serves a three-county area. Its shared population means a facility total cannot be read as a Jefferson County count. The FY2024 WVDCR report listed an average daily population of 508 against capacity of 448, including 108 DOC offenders and 74 federal detainees. Those numbers describe the whole facility, not Jefferson admissions or releases.
This custody mix explains why one public roster cannot answer every destination question. A person held on a Jefferson matter may remain within WVDCR, move under federal authority, or leave institutional custody. Search systems must match the custody type, and each claim should preserve the difference between confirmed physical release, confirmed custody change, and an unconfirmed roster absence.
Identity details must follow every comparison. Match the OID, date of birth, middle name, suffix, case number, and facility rather than relying on a shared first and last name. If sources conflict, build a dated sequence: Jefferson court order, ERJ movement, receiving-agency arrival, community departure, supervision start, and final discharge. A gap should remain labeled as a gap. Choosing one convenient timestamp can turn a documented transfer into a false release claim.
Older ERJ events need a records-first approach because WVDCR does not promise that former detainees remain visible in the live jail tool. A missing old result may reflect public retention, spelling, an expunged court matter, or the tool's current scope. Search the Jefferson court portals, ask the clerk whether a public order remains available, and send WVDCR a narrow request. Absence from today's public interface is not proof that the custody event never occurred.
Federal and ICE ERJ Releases
ERJ's federal detainee population makes a second-custodian check essential. A federal pickup may place the person with the U.S. Marshals Service before the individual reaches a Bureau of Prisons facility. The BOP Inmate Locator covers federal prison records, not every federal pretrial movement. A missing BOP result therefore cannot rule out ongoing federal custody.
An ICE detainer can also change the meaning of release. ERJ may end state or local custody while immigration custody begins for the legally permitted handoff period. A court release order resolves the Jefferson case; it does not cancel an unrelated lawful hold.
Use precise language. “Left ERJ for federal custody” or “transferred after an immigration detainer” states what the record proves. Neither event should be called community release.
Two Grapevine Road Custody Sites
Present-day ERJ opened in 1999 at 94 Grapevine Road. Martinsburg Correctional Center and Jail, at 38 Grapevine Road, occupies the original Eastern Regional Jail building that opened in 1989. MCCJ now serves as a male intake and classification unit. The shared history and nearby addresses can make an old “Eastern Regional Jail” reference look like a current ERJ location.
A same-person match at MCCJ after an ERJ search miss usually means continuing state custody. The correct public branch also changes from the WVDCR jail search to the prison search. Classification may then produce another prison placement. That later movement is still not a release unless WVDCR records show discharge to the community or another supported outcome.
