Where MCCJ Prisoners Go
Martinsburg Correctional Center and Jail is a WVDCR male intake and classification site. It is relevant when a Jefferson County defendant receives a state sentence and moves out of regional-jail custody. The move into MCCJ is not a community release. Classification may later assign the prisoner to another WVDCR institution, which is another transfer rather than a discharge.
An eventual departure from state custody may take several forms. Parole permits conditional community release while a sentence continues under supervision. A minimum or projected discharge may end institutional custody subject to the controlling calculation and any required supervision. Another authority can also receive the person. The state movement or release record must identify the event, and the destination should be checked before treating the person as free from all custody.

Confirm a Jefferson MCCJ Discharge
Use the WVDCR Offender Search gateway and choose the prison branch. The jail branch is designed for regional-jail custody and is not the correct MCCJ locator. Search with exact legal spelling and OID when known. Public results may expose sentence and date fields, but official sources do not promise that every fully discharged record remains searchable or always carries a “Released” label.
- Search the prison branch and compare OID, name, date of birth, and current location information.
- Read Projected Release Date, Next Parole Hearing, and Maximum Parole Discharge Date as different fields. None alone proves departure.
- Check VINELink for a custody-status change and note the reporting agency.
- Consult the Parole Board or WVDCR Parole Services if conditional release is involved.
- Read the Jefferson circuit case and request the WVDCR movement or discharge record for the event and destination.
The Jefferson County release search provides the related court and notification paths. A prison-search miss may result from spelling, current public scope, or retention limits. It cannot establish that a sentence never existed or that discharge occurred. DCR Records and the sentencing court remain the formal fallback.
MCCJ Release Date Fields
West Virginia uses several dates that answer different questions. “Projected Release Date” is the public OIS label found in indexed evidence. A minimum discharge date, or MDD, is a DCR calculation described by the Parole Board as the expected release point if no parole, escape, or good-time loss changes the path. A parole eligibility date permits consideration. A hearing date schedules a proceeding. A grant date records a decision. Physical departure occurs later.

West Virginia's verified good-time framework generally credits an eligible committed adult one day for each day physically incarcerated, subject to exclusions, forfeiture, restoration, sentencing credit, and offense-specific law. It is not a blanket “serve 85 percent” system. Do not calculate an individual MCCJ release date from a summary. The official DCR timesheet and signed sentencing orders control.
Good time does not accrue while a person is on parole, bond, or another nonincarcerated status, and life sentences do not earn it. Eligible consecutive terms are treated as an aggregate calculation. Disciplinary action can forfeit credit, and authorized restoration can change the minimum date again. Qualifying programs or rare meritorious emergency service may also affect credit under state law. Public search values cannot show every input behind a timesheet.
Mandatory supervision adds another distinction. For certain offenses, part of accumulated credit creates a period of supervised release after physical imprisonment. Other qualifying plans can involve a shorter statutory supervision period. In either case, leaving MCCJ or another prison ends confinement but not every sentence duty. Request the current calculation from DCR Records and compare it with the sentence, jail-credit order, and supervision record.

MCCJ can address intake and location questions, while DCR Records handles timesheets and minimum-discharge calculations. When calling the facility, supply the name and OID and ask whether the person remains at intake, moved to another institution, or has a recorded discharge. For a past event, request the movement or discharge fields from WVDCR under its records process. The full offender file may contain confidential material, so a narrow request is more useful.

Ask for the commitment and intake date, each movement date, receiving institution, release authority, departure date, destination, and post-release supervision when disclosable. A Jefferson circuit order can establish the sentence or modification. WVDCR establishes its own physical custody history.
MCCJ Jefferson Intake Role
MCCJ is a 120-bed male intake and classification unit operated by WVDCR. It is not Jefferson County's ordinary pretrial jail. Adult Jefferson arrestees are generally lodged at Eastern Regional Jail and Correctional Facility before a state sentence or other transfer changes their custody type. Once a sentenced man enters MCCJ, staff classify the placement for the state prison system.
The West Virginia Parole Board says it does not hold hearings at MCCJ because the center is an intake facility. Eligible prisoners are tracked and placed on the proper list after transfer to another institution. Therefore the absence of an MCCJ hearing date is not proof that parole eligibility vanished, and an expected transfer for classification is not a release event.
Federal and ICE MCCJ Release
A prison discharge can still lead to another custodian. ERJ's mixed population includes federal detainees, and the Jefferson custody path may carry a federal or immigration issue forward when a sentenced person reaches MCCJ. If the movement record names a federal receiving agency, use the locator that matches that authority. BOP covers federal prison custody, while the U.S. Marshals Service manages many federal pretrial prisoners without a comparable public name locator.
An immigration detainer asks for a legally limited handoff after the state basis for custody ends. A state discharge followed by ICE pickup is not community release. The ICE locator can be checked within its published coverage, but the decisive MCCJ fact is the receiving agency and destination on WVDCR's movement record. A missing locator result does not reverse a documented transfer.
Keep each boundary clear: release from MCCJ, release from WVDCR, release from all physical custody, and later discharge from supervision may occur at different times.
Old ERJ and MCCJ Transfers
MCCJ at 38 Grapevine Road occupies the original Eastern Regional Jail building, which opened in 1989. The present Eastern Regional Jail and Correctional Facility opened in 1999 at 94 Grapevine Road. An older document may use the ERJ name for the building now associated with MCCJ, while a current record distinguishes the two facilities.
This history matters during record matching. After a Jefferson detainee leaves ERJ, a same-OID MCCJ result normally describes continuing state custody. Record the full name of each facility, street number, date, and search branch. If another prison later appears, add that movement to the chronology. Call the event a community release only when a WVDCR discharge or movement record, supported by the appropriate court or supervision source, identifies that outcome.
Jefferson MCCJ Parole Path
The West Virginia Parole Board decides grants, denials, set-ups, revocations, and certain discharges. WVDCR Parole Services supervises people released on parole. These are separate agency roles. A grant allows conditional release after applicable requirements; it is not a gate-out timestamp. A “set-up” schedules another hearing within a later interval, while denial keeps the person incarcerated until the next allowed review.
For a Jefferson case, compare the Board record, the WVDCR movement entry, and the assignment handled through the Martinsburg Parole Office. The office can route supervision questions, but no public directory of all parolees was found. The sentencing court remains the source for its judgment and any later modification.
